Dependable Bob here. With the new packages, you don't seem to include any of the following dependencies (and ignore the "core" ones) that are in the .../install/depend files for the SVR4 packages.
I did go through them before sending out the webrev and believe everything relevant was covered. Here are the details:

Like some of the other plugins, I don't believe this dependency should actually be stated - in fact, it's not stated for any of the other Apache modules.

I believe this is not a true dependency and nano runs fine without it.
