Based on the other entries, I think this would work:
solaris.smf.read.pkg-server:::Read permissions for protected pkg(5)
Server Service Properties::
...this was actually put in place some time ago. I honestly had no idea
we needed to have these somewhere else. I don't know if the name
follows the correct conventions either; but it is what is in our
src/pkg-server.xml.
I also don't know where it would fit into prof_attr, etc.
Maybe just opening a bug for this would be more appropriate?
Your changes otherwise seem right; but I'm not an expert on the importer...
