I'd start by actually setting an authority name for the
chevy86.japan:10006 URL and using that in the package FMRI, rather
than the URL.
When I set authority for chevy86.japan:10006 to "test"

I checked timestamp via firefox and packagemnager and they are correct.
But I can't use authority in manifest for the Distribution
Constructor, right?
That's what the authname elemeent in the various authority tags is for.
It means, the package with timestamp listed in manifest is enough
information for Distr.Const.?

If the package FMRI doesn't include a publisher as part of the FMRI, I
would expect that IPS resolves that name against the preferred
publisher, and will fail if it doesn't find it there.
