No, I'm not actually "in SWAN." The access point I do have to SWAN is
substantially slower and maxes out at about 80 kb/s to the package server
quite often.

that server?:)
I can tell you that there have been plans in place to better
geographically locate a number of mirrors where needed. I'm certain
Europe and Asia will be two of those areas.
