manifest.py: this change should include a comment explaining that
this is present for transitional reasons, and can be removed in the
future.

I don't really feel qualified to review this as I have never
looked at this part of the code.

But I take it from our discussion yesterday that this bug isn't
really addressing what the reporter /wanted/-- to install old
versions.  But rather, it will more thoroughly explain to them
why what they want is not allowed?  You might just want to clarify in
the bug report as an aid to reviewers.  And/Or redo the synopsis.
