just a resync to the current gate.
I'd like to get this back in soon as it reduces the time the test suite
takes substantially, I've got another speed improvement that builds of
this change, and it's the kind of patch that lends itself to poor merges
when other tests/changes are made in the relevant files.
For clarity, I've added another bug that this fixes, but no code changes
were made:
9288 search tests shouldn't send packages to persistent depos if they're
already there

Still looking for a couple of reviewers. It shaves about 5 mins off
the test suite (about 1/4 of the original total time), so I think it's
worth looking at as it'll speed all of us up.
The changes for 5247 have gone in, so those are no longer there and
the webrev is as it will be for putback.

This has a variety of changes to the search suites to speed them up.
The bug has the details, but the short summary is that the combined
search modules went from taking 700+ seconds to taking less than 300.
Also, please ignore the changes in setup.py, pkg5unittest.py and
run.py. Those will be removed once my fix for 5247 goes back.
