Calum:

Sounds like part of what PackageKit offers on Linux, which supports various package manager backends:
<http://www.packagekit.org>

It also provides a package manager GUI and other related features that look a lot like the ones in OpenSolaris, but I'm guessing we probably don't want to throw away everything we've done to replace it with PackageKit. Licensing permitting, we might be able to reuse some of their ideas, though...

As you say, it probably makes more sense to enhance IPS to support
these sorts of features. Aside from not wanting to throw away all
the work Sun has done to write IPS, PackageKit depends on D-Bus
system services, which is not available on Solaris and would be
non-trivial to address.

In Linux, the only things which use these D-Bus system services
are PackageKit and GNOME system tools. Since Sun seems to be
moving towards using VisualPanels for system management and moving
away from GNOME system tools, I don't think there is anything that
uses D-Bus system services that we plan to support on Solaris.
