The simple answer is, you can't. I don't know what the policies are for the jucr folks, but one workaround, perhaps, would be to build libsndfile for build 101 as well. You would give it the same package name as it has in build 111, so that anyone upgrading from a system with your bits on it to build 111 would have your libsndfile replaced with the one delivered by the WOS.
