Like Danek, long-term, I think it would make more sense to have
ImagePlan automatically set refresh_index whenever a version changes
(i.e. None -> X or X -> Y).
Making this change is out of the scope of this bug. I also don't think
it's necessary. The indexer already only reindexes those packages which
have changed. Since we're going to always need a variable (because of
--no-index), I'm for leaving this as is.
