publish.py:
- trans_generate() doesn't have a return value.
- trans_generate() also shares a lot of code with import; they should
call a common function.
- I'll also note that if we're going to be adding an fmri attribute to
the manifest during publication, that's not going to happen here. Not
sure if you want the last argument to generate to be the fmri or
something else (or just leave it for a later fix).
