I didn't try to do anything about publisher or repo from cmdline until after trying the gui and seeing the wrong pkgs still show up after changing from preferred dev to preferred release and completely removing dev from the list (inside gui) I only went to cmdline after, and then only used cmds that failed, until after you and someone else had posted the helpful cmdline required.
