Does IPS have plan to move to python2.6? Is there any difficulty to migrate IPS from python2.4 to python2.6?

That depends on IPS moving to Python 2.6, possibly other
projects as well, but IPS is the most important one.
Not sure what their plans are, I suggest asking on
pkg-discuss.
