The issue is that package names aren't part of the search index, and 
they aren't part of the search index because they're not currently part 
of the package manifest.  Since search only indexes what's in the 
package manifest, this is the result.

In the near future, we will be making alterations to the package 
manifest format which will cause is it to include package names.  Once 
that's done, search will automatically start indexing them and this 
problem should go away.

We're aware that this is a usability issue, but it's primarily the 
result of a historical, technical limitation.
