The issue is that package names aren't part of the search index, and
they aren't part of the search index because they're not currently part
of the package manifest. Since search only indexes what's in the
package manifest, this is the result.
In the near future, we will be making alterations to the package
manifest format which will cause is it to include package names. Once
that's done, search will automatically start indexing them and this
problem should go away.
We're aware that this is a usability issue, but it's primarily the
result of a historical, technical limitation.

Actually all the packages listed in the default manifest are in fact in the repo but the
syntax of "pkg search" can be tricky/misleading.
This does not work
pkg search -s http://pkg.opensolaris.org/release SUNWcs
pkg search -s http://pkg.opensolaris.org/release babel_install
This does work
pkg search -s http://pkg.opensolaris.org/release SUNWcs*
pkg search -s http://pkg.opensolaris.org/release babel_install*
I get the same results when as above I do a search on the repository web site
