the installer is that it can present the impression that packages which
aren't included on the media for space reasons are just not available,

This issue is one that has come up several times at LOSUG meetings.
Particular from people very skilled with Jumpstart and the existing
legacy interactive installer. What has been requested as a result of
those discussions is a "simple" do what the LiveCD does now but BEFORE
the reboot allow using the GUI package manager to fine tune the result
(usually add). For other more custom stuff the AI and Distro
Constructor are good answers.
Worth considering, and not mutually exclusive with other choices, either.
