Greetings,
At this time, the on-disk format support has not yet been developed.
However, if you are running the OpenSolaris 2009.06 release, you may now
run your own local repository mirror on systems that do not have
Internet access using the OpenSolaris 2009.06 repository ISO images that
are provided.
You can find out more about how to do that in the following two posts:

Cheers,

Shawn,
It has been a few months, do you know where this issue stands?
Thanks,
Michael

Sorry, if this question has been answered before.
Is there any intention in the near future to allow the download of
individual packages without using the Image Packaging System? I need to
download packages for a system that is on a stand-alone network. The
system has no connection to the internet. It would make OpenSolaris a
more valuable alternative.
It depends on your definition of "near"; but yes, eventually this is
planned.
