Please review this fix for issue 8312 which shows up when multiple
threads are processing different images at the same time.

issue: 8312 os_windows.cached_image causes multi-threading problems
As a bit of background, the whole trash folder idea on Windows is to
permit updating executable files while they are in use. On Windows,
they can be moved to a different directory but not deleted until the
program using them exits.
