I've never heard of this particular issue before. Although, I'd note that your publisher shouldn't be named release111b; it should be 'opensolaris.org'.

I'm a little nervous about proceeding with cmdline pkg commands, since
it seems something is wrong somewhere.

The cli tool will provide more informative output.

What's the output of 'pkg list' ?

In the manager under `manage repositories' I see the name is correct,
the `preferred' button and `enabled' buttons are checked.  And when I
click `modify' I see the url is correct as well.

I don't want to upgrade from the released version... I just want to
install and configure a web server.

What else can I post here that will help diagnose the problem?

If you start packagemanager from a terminal window (as a privileged user) you might see additional error information.

Either way, your best bet is to file a bug at defect.opensolaris.org under development -> pkg -> gui.
