I have spun another webrev, Packagemanager hangs if quit during catalog
refresh, to fix
11034 Packagemanager hangs if quit during catalog refresh
I have changed Package Manager so that it waits until all threads have
terminated before terminating the application.
If a thread does nott erminate or we cannot cancel an API call that is
another bug.
