In general, I'd suggest that code in this file that modifies manifests
will get heavily reworked or completely elided as a part of the signing
work (apropos of __setitem__ work); alternatively, perhaps rdonly
manifests.... future work, obviously.
This is great... and doesn't collide w/ my stuff
much at all :-).
