That still doesn't explain to me why the tag is necessary at all.
Again, I think I'm failing to remember something.  Is this simply
that entire will incorporate nothing but consolidation
incorporations, and not any of these group packages, and thus
because these group packages need to be incorporated, they need to
be part of one or more consolidation incorporations?  If so, why
must entire incorporate nothing but consolidation incorporations?
