Not really my department, but my educated guess is that the current
behavior is correct.  The manifest may have been requested to satisfy a
cross-publisher dependency, in which case you'll have to stop since
there's no way to otherwise succeed.

Feel free to file a bug if you think the behavior is wrong; however,
it's not a transport bug.
