I agree, and I don't think this is something the GUI should change its
default listing to do.
If the GUI were to provide anything at all for this, I would suggest a
"Newest Package Versions" listing mode that just uses LIST_NEWEST
instead of LIST_INSTALLED_NEWEST. I wouldn't do anything beyond that...
