I *think* I resolved something like that once by doing 'pkg refresh
--full' (or similar).
A pkg refresh --full should almost never be necessary.
A "pkg refresh" should be sufficient in 99% of cases.
In this particular case, it is likely that the user's system had last
checked for a repository update less than four hours ago, in which case
an explicit "pkg refresh" would have been necessary to have it check for
updates again that image-update can apply.
In build 129+, image-update has been changed to always check for updates
instead of operating on a deferred schedule.
