Looking for a code review for the fix for bug #5779

Need to add meta-data to IPS packages to indicate that they are
obsolete/replaced.
It's now been adjusted for build #130.
New webrev is at:

Files have been "hg cp"'ed from their previous location into
.../130/[common,i386,sparc] and adjusted accordingly.
