13136 pkgdep test cases shouldn't reference installed image
13250 Dependency classes should be reorganized
13251 python dependencies shouldn't resolve during generate
These changes change python dependencies so that they no longer are
resolved during the generate phase. They also change the test cases so
that they no longer rely on anything outside the test suite.
The once caveat is that they do still assume you have /usr/bin/cc
installed. Dan's working on a fix for that.
