I regard this as a different bug from 13126.

Yes. :-) (I think it's all one issue.)
1. Launch PM with at least one package installed from contrib and with
contrib disabled.
2. Switch to All Publishers (Installed)
3. Select the package from step 1 and view the General page info
(Contrib should correctly be listed as disabled)
4. Remove Contrib and re-view the General page info for that package
(Contrib should be listed as removed, but it's still listed as
disabled)
5. Try John's workaround for issue 13216, namely to do a refresh
(Contrib should be listed as removed, but it's still listed as
disabled)
