It just ensures that the most recent version is installed. The
'install' subcommand will update an existing package if it is already
installed.
2. Someone recommends that before creating another BE, "pkg install
entire" needs to be executed to update the current build branch. Is that
necessary?
No, and that should not be done as far as I'm aware.
