No.

SUNWilbr should deliver its own version of the those files,
containing only the changes it needs; they should be of
class rbac and be editable.

See SUNWpostgr-82-server-data-root or SUNWstunnelr
in SFW date for an example.

When done in this fashion, the changes are automatically
imported into IPS packages.
