Except that things only go in /usr/gnu if they conflict with things already in /usr, which is only going to happen if they're reimplementing UNIX features, and thus are, I think, almost completely unlikely to stop being part of the GNU project, while something less integral, like aspell, might be moved out because something better superseded it.
