Some of the X/VNC "issues" you mention would be closed as "not a bug",
such as "looks like VNCserver separation from X is not correctly complete".
There is no plan or requirement to allow installing Xvnc without the
rest of the X server software, since it shares components, and there's
nothing hurt by having the X server installed. (Yes, I know a few
extra megabytes are lost - extreme minimization is not on our project
list.)
We should make sure the dependencies in the packages correctly reflect
this though.
