Hi - this webrev adds support to view the new PM and Webinstall log
files from View->Logs in a new Logs dialog. It will also notify the user
by turning on a notification icon in the bottom left hand corner of the
status bar if a log error is written using gui misc.py: log_error(). To
see some output in the logs uncomment packagemanager.py: 4743 - 4746.
We need to get this in for b131 so Takeshi can get the l10n work done on
the new strings added for b132.

13333 PM Provide user notification when errors written to log in GUI.
The notification icon is a little truncated but I'll file a separate bug
for this. I also plan to review the rest of the exception handling and
where appropriate catch ApiExceptions and log them to the PM error log.
This will trigger the notification icon. This additional work can be
done as a bug fix for b132.
