IIRC SUNWcsl dependency should be added to basically all packages and that's what the SJ does. In your case it might be that you list dependency on SUNWcsl version at least b130 - perhaps you use pkgtool on b130 system which automatically put 'depend [email protected] type=require'?

Or maybe this is something entirely else...
