The package delivers shared libraries which likely are linked against libc.

What you're seeing is the importer discovering the dependency and putting a
version into the dependency specification because you're doing an auxiliary
WOS import at build 130.

There's been a change recently to how the unbundled packages are published,
which allows you to resolve dependencies against an existing repo, which
means that you can now resolve against build 111 like you should be.  This
will make the SUNWcsl dependency be against build 111 and not force the
upgrade.
