It would be helpful to see the output of "pkg publisher" and your output with PKG_DUMP_STATS=1. If you're using dev/, I also suggest looking at the caching reverse proxy Apache configuration Fr?d?ric posted in http://defect.opensolaris.org/bz/show_bug.cgi?id=13848 as an alternative to the rsync(1)-based mirrors.
