Looking for a code review for the fix for bug #14477

/usr/lib/fs/ufs/mboot should be automatically installed along with
fdisk(1M)

As the bug report say, there's two ways to fix this. If we want to do it the
second way for now (until packages are refactored), then this should provide
that fix (assuming I've placed the depend line in the correct place in the
IPS definition file :-) ).
It's also unclear whether we want to do this before or after OpenSolaris
2010.03. Just throwing the webrev out there if it's the former.
