Looks fine to me. I just want to confirm that your change from comment 1 to comment 2 in the bug is because of the change to how you're setting acceptable_pubs -- now that you're including disabled publishers in acceptable_pubs, you don't have to always have the currently-installed fmri in acceptable_list?
