The XVM switch is obvious. For the trusted packages, they span many
consolidations right now so to avoid needless cross-consolidation
synchronization, we're delivering into the distro consolidation, for
which David suggested we use "ips".
So after looking at the trusted clusters, I'm inclined to assign that
to the "gnome" consolidation since it appears in both TrustedExtensions
and TrustedNonGlobal that the majority of the dependencies come from
the desktop side.
I think I'm OK with that. I've respun the webrev in place, and reordered
dependencies as requested by Rich B.
