#14888 was a bug in the pkg gate, I fixed the equivalent on_ips bug just
now as part of the fix for #14872.

This looks like a result of having built bits that don't prune duplicate
dependencies using an insufficiently new (build 133) version of the IPS
bits. This was mentioned in a flag-day email which Liane sent to
on-ips-dev
