The following webrev contains fixes for the following issues:
6795 pkg fix should fix file modes for some preserved files
14865 pkg verify and fix should ignore timestamp for existing,
preserved files
15030 pkg fix should not rename existing, preserved files if hash
unchanged

Change Summary
--------------
* preserved files with timestamp attributes no longer fail verification
just because the timestamp has changed
* preserved files with timestamp attributes will no longer have their
timestamps "fixed" by pkg fix if they already exist on the filesystem
* preserved files will no longer always be renamed by pkg fix if the
file already exists on the system
* preserved files will now have their owner, mode, and group set by pkg
fix as expected
* added unit tests for all of the above
* the client now correctly logs the type of operation planned for fix as
"fix"
