This is small code review for bug 15119.  This makes the error reporting
more detailed when the customer encounters situations where the Captive
Portal Test fails.  This is particularly hard to debug if it happens
during image-create.

This also fixes a bug in the error reporting that causes us to get a
traceback if the client code tries to print a PkgProtoException.
