Most distributors, like us, are old enough to have originally started
doing this when the X Window System was one monolithic release from
upstream, and are adjusting over time to the X11R7 style of many individual
modules with their own versions & release schedules.

I think it's still fairly common to just bundle them under the most
recent X11R7.x release number, even when containing components newer
than that release, or which are no longer included in the new X.Org
"katamari" releases (the approximately annual X11R7.x releases made
by "rolling up" the individual module releases into a set), but are
still available as individual downloads for distros maintaining backwards
compatibility.

For Debian (which it appears Ubuntu follows):

- Some apps individually packaged, others bunched.  As noted on
  http://packages.debian.org/unstable/x11/xutils they've split these up
  since past releases.

  - Individual packages:
    xauth, xcolors, xcompmgr, xdm, xinit, xinput, xterm
