Why's ipkg.sfbay/dev disabled? The gatekeepers' on-nightly bits were
built on a system > 134, and thus has dependencies on > 134 non-ON bits,
so you can't upgrade because you've made it so your system can't get the
required, for example, libxml2 package.
As usual, pkg install -nv osnet-incorporation@<the new version> will yield
more debugging data (grep for FAIL), but I'm 99% convinced this is your
problem.
