He is the manager responsible for selecting and approving this name. Frankly, I share your aesthetic distaste for this name, I would prefer "studioexpress", but it's not up to me. One common way (I hope) of installing the software would be to ask for the component you want. If you want the Express version of the C compiler, you would just say "pkg install ccx". One of the factors in the decision is that there are other Oracle products called "studio". Weblogic Workshop Studio is one.
