Hmmm if we're going to change this to be a active verb,
then we should change both:

as in  --require-new-be, --disallow-new-be

or

--force-new-be, --prevent-new-be

Would this be for all image-modifying operations, or only
image-update?  If for all, the problem is that change-facet
will be used to add or remove locale support, and we'd rather
not require a reboot for that.
