Would this be for all image-modifying operations, or only
image-update? If for all, the problem is that change-facet
will be used to add or remove locale support, and we'd rather
not require a reboot for that.

I think I was thinking more for setting on a per operation basis. Like,
I could set image-update to always create a new be, but pkg fix to work
like it does now. I hadn't considered change-facet, but if it could be
set separately, I think that would solve that problem. I don't think it
would be a commonly used feature (which is why a RFE would be fine for
me), but it's one I would use, if for no other reason than I tend to
like to have specific names for BE's.
