I'll assume you meant pkgsend dies with the above error.
But anyway, as Danek pointed out, pkgsend is expecting file URIs to
specified in one of these forms:
file:/export/onnv-gate/packages/snv_140/repo.extra
file:///export/onnv-gate/packages/snv_140/repo.extra
