I'm not sure why Stephen didn't do that, but unless we can come up with a
good reason, we should probably torch the .txt files.

I think so, yes.  I think we use "tag" more now as a verb -- "tag an action
with ..." or, less frequently, "tag a package ..." -- than a noun, but when
we do use it as a noun, it's pretty much interchangeable with "attribute".
