That's actually not correct.  There is:

 22 DESCRIPTION
 23      pkgsend allows the publication of new packages and new package
 24      versions to an image packaging repository.  Each publication is
 25      structured as a transaction; multiple invocations of pkgsend
 26      through a transaction allow the addition of resources and the
 27      transaction submission.  To create or manage repositories, see
 28      pkgrepo(1).
