I have reworked the webrev,
http://cr.opensolaris.org/~padraig/ips-16925-v2/, to move the thread
creation from __init__ function to an idle handler invoked by the
__init__ function.

The change in this webrev, the moving off the Thread call to the end
of Beadmin's __init__ function, reduces the time used by the __init__
function from about 2.4 seconds to about .4 seconds.
